Problem:
In parallel with the work of a joint committee of Hydro-Québec (HQ) and ministère des Transports du Québec (MTQ) representatives on an autoroute crossing for an electric power distribution line, this research was proposed in spring 1999 to cover the matter of visual integration. The following aspects were singled out for examination: road user perceptions; equipment location criteria; equipment design and esthetics; visual coherence with the other public services of the same type in autoroute rights of way. This project is also known under the French acronym IVTALDE.
Objectives:
1) Increase current knowledge on the subject. 2) Determine means of improving the quality of installations. 3) Develop planning and design concepts corresponding to visual impact and landscape integration criteria motivated by a concern for leaving travellers and roadside residents with a positive impression while avoiding the creation of a source of distraction for motor vehicle drivers. The concepts developed have to be based on the Québec cultural context and take into account the operating framework of HQ and the MTQ (standards, operational practices, laws and regulations).
Methodology:
Nine stages are planned: 1) an examination, a typology and visits of representative crossings. 2) documentation of approaches and the functional framework of HQ and the MTQ. 3) problem definition with a determination of visual issues. 4) a comparative study of types of crossings. 5) proposal of an initial descriptive and diagnostic work tool. 6) development of design criteria. 7) establishment of an application procedure. 8) draft assessment of the research. 9) adjustments warranted on the basis of comments formulated by the joint HQ/MTQ follow-up committee.

Results and recommandations:
The research team feels that an overhead crossing for an electric power distribution line represents very limited visual issues compared with other structures near autoroutes. A few, initially simple and easy, rules should suffice to control installation. Situations must be treated on a case-by-case basis in the context of a landscape project, because each situation requires that specific constraints and potentialities be integrated into the implementation and design process. Underground equipment remains the most advantageous visually. A planning and design method is proposed, as are impact and design criteria.
